In your example, you say Leo rules the 9th house, but it's over a smaller slice of the 9th than the 8th and it's the later degrees of Leo whereas the 8th is the earlier degrees of Leo. Just trying to understand the best way to read it as my Leo straddles the 2nd and 3rd houses though it's my sun in the 3rd house so I know it's more dominant there, but as someone who is powerful in making great introductions, it seems my Leo is also strong in the 2nd house of resources.

So, if a sign straddles two houses and there are no placements in that sign, then the house that the sign starts in is the dominant unless there is a placement in the sign and then the house with the placement is the dominant.
For example, I have no placements in my 5th house. 5th house starts 11 degrees Libra and ends 23 degrees of Scorpio. But I have Uranus at 10 degrees of Libra in the 4th house and Jupiter just under 26 degrees of Scorpio in the 6th house.
So does that mean neither sign rules the 5th house? Or does Scorpio because it has the biggest chunk of the house and starts in that house?

The sign on the cusp of the house (where the house starts) is it's ruler, regardless of the planetary placements.
